new york and pennsylvania on friday. a story taking a look at some of the message. david jackson is the white house reporter. could you highlight some of the message that the president will how colleges should be ranked and how that ties to financial aid? on a: this is the latest series of speeches to the middle class and the topic is college affordability. he will outline a revamped plan that. first of all, it involves payment for performance. they're holding down costs and delivering a more effective education. these rankings will be tied to federal aid. the higher the school is ranked, the more federal aid they will be eligible for. change the student aid program where it will be tied to student progress to a degree. the way i understand it right now, a lot of students get them at the first semester. the way i understand it will be allocated through the year as they make more progress. it will also challenges -- promote innovation and competition among themselves and basically improve innovation services and how they deliver them. that will reduce cost as well. h
